Road Legal Electric Bikes

In Great Britain, an electric bike generally qualifies as an Electrically Assisted Pedal Cycle if it has usable pedals, a maximum continuous rated motor output of 250W and electrical assistance that does not propel it above 15.5mph. A qualifying EAPC can be used wherever conventional pedal cycles are permitted, except pavements.

An electric bike with a throttle may still qualify for road use, but a throttle that propels the bike without pedalling can require vehicle approval. Approved models should have the relevant documentation or approval marking. Check the exact bike specification and approval status rather than assuming every throttle-equipped electric bike is road legal.

You do not need a driving licence, registration, vehicle tax or compulsory motor insurance to ride an electric bike that qualifies as an EAPC. Riders must be at least 14 years old. Different requirements apply if the bike falls outside the EAPC rules and is treated as a motor vehicle.

Enforcement is primarily aimed at modified or higher-powered electric bikes being used on public roads without meeting motor-vehicle requirements. Bikes that exceed EAPC power or assisted-speed limits may be treated as unregistered motor vehicles rather than ordinary pedal cycles.

Electric bikes that qualify as EAPCs do not require compulsory motor insurance, although owners may choose insurance covering theft, accidental damage or liability. An electric bike treated as a moped or motorcycle requires the appropriate registration, tax, insurance and rider licence for public-road use.

An electric bike that does not meet EAPC requirements may be treated as a moped or motorcycle. Using it on public roads without the required registration, insurance and licence can result in enforcement action, including penalties or vehicle seizure, depending on the circumstances.
